Winchester Man Sentenced for Heroin Conspiracy

A Winchester man, who traveled to Baltimore to bring back large quantities of heroin for distribution, has been sentenced to 108 months in federal prison.

Joshua Dillon Burkhart, 27, of Winchester, Va., was sentenced in the United States District Court for the Western District of Virginia in Harrisonburg on October 2014.

Burkhart previously pled guilty to one count of conspiring to distribute and to possess with the intent to distribute more than 100 grams of heroin.

According to evidence presented by Assistant United States Attorney Erin M. Kulpa, Burkhart and others participated in a conspiracy to traffic large amounts of heroin from Baltimore to Winchester from June 2014 and October 2014. Burkhart distributed at least 1,000 grams of heroin in the Winchester area during this time, using the previously convicted Christopher Giles, and others, as his Baltimore sources of supply.

Burkhart traveled to Baltimore one or two times per month to purchase heroin, paying $100 per gram. The most he ever purchased per trip was 110 grams of heroin.

He sold heroin to customers in and around Winchester in quantities ranging from one-half gram to one gram per sale, selling the heroin for $240 per gram. Burkhart knew that some of his customers were sub-distributors.

The investigation of the case was conducted by the Drug Enforcement Administration and the Northwest Virginia Regional Drug and Gang Task Force. Assistant United States Attorney Erin M. Kulpa prosecuted the case for the United States.

Burkhart’s sentence is a result of his involvement in a heroin conspiracy that brought large quantities of the drug to the Winchester area. His actions had a significant impact on the community, and his sentence is a reminder of the consequences of such actions.
