Juan Edgardo Negrón-Navarro, Child Exploitation, Puerto Rico 2025

SAN JUAN, Puerto Rico – A Jayuya man has been arrested and charged with child exploitation in a case that highlights the darker side of human nature.

A federal grand jury in the District of Puerto Rico returned an indictment charging Juan Edgardo Negrón-Navarro, 27, with coercion and enticement of minors, sexual exploitation of children, and interstate threat communications. FBI special agents arrested Negrón-Navarro on June 26, 2025.

According to court documents, Negrón-Navarro employed, used, persuaded, induced, enticed, and coerced two female minors to engage in sexually explicit conduct for the purpose of producing visual depictions of such conduct. The defendant produced sexually explicit images of the minors, who were between 15 and 17 years old at the time of the alleged crimes.

One of the victims, identified as Minor 1, was between 15 and 16 years old when Negrón-Navarro allegedly coerced her into sending sexually explicit images. The defendant threatened Minor 1 by saying he would post the images online and damage her reputation if she didn’t comply.

Negrón-Navarro also allegedly coerced another victim, Minor 2, who was 17 years old at the time. He produced sexually explicit images of Minor 2 and threatened to kill an adult female if she didn’t send him explicit images.

The defendant is scheduled for his initial court appearance before U.S. Magistrate Judge Marcos E. López of the U.S. District Court for the District of Puerto Rico. If convicted, Negrón-Navarro faces a minimum term of imprisonment of 15 years and a maximum term of 30 years for the charge of sexual exploitation of children.

U.S. Attorney W. Stephen Muldrow and FBI Special Agent Devin J. Kowalski made the announcement, emphasizing the need for vigilance and education in protecting children from predators like Negrón-Navarro.

The case was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse launched in May 2006 by the Department of Justice.
