A former Goldman Sachs banker has revealed shocking details of a multi-billion dollar bribery scheme that has left the financial world reeling. Jacquelyn M. Kasulis, the newly appointed Acting United States Attorney for the Eastern District of New York, has been at the helm of the investigation that has yielded a historic $2.9 billion penalty for the investment bank.

The bribery scheme, which involved 1 Malaysia Development Berhad (lMDB), Malaysia’s investment development fund, saw Goldman Sachs pay over $1.6 billion in bribes to high-ranking Malaysian and Abu Dhabi officials to obtain lucrative business deals. The scheme was orchestrated by two former Goldman Sachs bankers and a wealthy Malaysian financier, who were subsequently charged and prosecuted by Kasulis’ team.

Kasulis, who has been serving as the Chief Assistant United States Attorney since March 2021, has been instrumental in overseeing the investigation and prosecution of the case. Her team’s efforts have led to the largest penalty ever paid to U.S. authorities in a foreign bribery case, as well as the most civil and criminal authorities to ever coordinate on any corporate resolution.

The case, which has been dubbed the ‘largest penalty ever paid to U.S. authorities in a foreign bribery case,’ saw Goldman Sachs agree to pay $2.9 billion in penalties, with $1.2 billion paid to the United States Treasury. The bank also pleaded guilty to a one-count criminal information charging conspiracy to violate the anti-bribery provisions of the Foreign Corrupt Practices Act.

Kasulis, who was sworn in as Acting United States Attorney for the Eastern District of New York by Chief Judge Margo K. Kasulis has a long and storied career in the U.S. Attorney’s Office, having joined in January 2008. She has served in various roles, including the General Crimes, Organized Crime, and Business & Securities Fraud Sections. Her most notable case prior to the Goldman Sachs bribery sting was the prosecution of Martin Shkreli, a high-profile six-week trial in the summer of 2017.

Kasulis succeeds Mark J. Lesko, who has been appointed Acting Assistant Attorney General for the National Security Division. Her appointment has been hailed as a significant step forward in the fight against financial crimes and corruption.
