MADISON, WI – Ka’Toine Richardson, 20, of Madison, Wisconsin, will spend the next four years in a federal prison cell after being sentenced Thursday for illegally possessing a handgun while already facing a mountain of felony charges in Dane County. Chief U.S. District Judge James D. Peterson didn’t mince words, declaring Richardson “makes people unsafe” and a clear “threat” to the community.

The case stems from events in March 2022. While already facing eleven felony charges – including burglary armed with a dangerous weapon, bail jumping, firearm possession after being adjudicated delinquent, resisting an officer, and recklessly endangering safety – Richardson brazenly stole a handgun from another person on March 18th. He held onto the weapon for five days before his arrest on March 23rd. All of those state charges remain pending, meaning Richardson is presumed innocent until proven guilty in those cases.

Federal prosecutors, led by U.S. Attorney Timothy M. O’Shea, successfully argued that Richardson’s history and pending charges warranted a significant sentence. Judge Peterson agreed, stating the four-year term was meant to deter further criminal activity and, coupled with three years of supervised release, offer Richardson a chance at rehabilitation – a chance, the judge implied, he hadn’t earned yet.

The investigation wasn’t a solo effort. The Fitchburg Police Department spearheaded the case, receiving crucial support from the Madison Police Department, the Dane County Sheriff’s Department, the FBI, and, of course, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The collaborative effort highlights the increasing focus on joint task forces tackling gun violence at the local and federal levels.

This case is being touted as part of the Department of Justice’s “Project Safe Neighborhoods” (PSN), a program aiming to reduce violent crime and gun violence by fostering trust between law enforcement and communities, supporting preventative organizations, and focusing enforcement efforts. Whether PSN will truly address the root causes of crime in Madison – or simply lead to more prison sentences – remains to be seen.
