Rocky Lee Brown, a 53-year-old previously convicted killer, was caught with a loaded SCCY CPX-1 9mm pistol in his jacket pocket on December 29, 2025, in the 5200 block of Hayes Street, NE, in Washington, DC. Brown, who was wanted on an active warrant out of Maryland for escape from a Bureau of Prisons facility, was arrested by the United States Marshals Service. The Metropolitan Police Department responded to the scene and recovered the firearm, which contained nine rounds of 9mm ammunition in the magazine and one round in the chamber.
Brown’s history of violence is well-documented, having been convicted of second-degree murder in DC Superior Court and sentenced to 25 years in prison on May 5, 2006. As a convicted felon, Brown was prohibited from possessing a firearm, making his latest offense a serious violation of the law.
Brown pleaded guilty to one count of unlawful possession of a firearm and ammunition by a felon before Judge Richard J. Leon in US District Court. He is scheduled to be sentenced on December 21, 2026. The case was prosecuted under the Make D.C. Safe and Beautiful initiative, a law enforcement initiative aimed at cracking down on gun violence in the nation’s capital.
The prosecution of Brown’s case is part of a larger effort to prioritize federal firearms violations and pursue tougher penalties for those who break the law. The Make D.C. Safe and Beautiful initiative is in support of President Trump’s Executive Order to reduce gun violence and promote public safety.
