Local Social Worker Pleads Guilty to Health Care Fraud
Greenbelt, Maryland – Rosemary McDowall, 59, of Silver Spring, Maryland, has pleaded guilty to health care fraud.
McDowall, a licensed social worker, was obligated to accept payment for services rendered directly from Blue Cross Blues Shield of Maryland (BCBS) after signing a contract in 1996. However, in 2005, her license to practice was suspended by the Maryland State Board of Social Work Examiners, and she failed to report this to BCBS.
Despite her suspended license, McDowall continued to see patients and submitted claims to BCBS, causing the company to pay out between $120,000 and $200,000 in fraudulent claims.
The scheme was uncovered in 2010, when BCBS learned that McDowall had not been licensed to practice social work since 2005. The company stopped paying all claims submitted by McDowall or BCBS members who had seen her for treatment.
McDowall faces a maximum sentence of 10 years in prison and a fine of $250,000 for health care fraud. As part of her plea agreement, she will be required to pay restitution in the full amount of the loss.
U.S. District Judge Roger W. Titus has scheduled sentencing for July 8, 2013, at 3:00 p.m.
