Mahmoud Alhattab, CDL Bribery, Louisiana 2025

New Orleans, Louisiana – A sweeping corruption scandal has hit the state as six individuals have been indicted for a brazen CDL bribery scheme. Acting U.S. Attorney Michael M. Simpson announced on August 28, 2025, that Mahmoud Alhattab, a local restaurant owner, and five associates are facing charges related to obtaining commercial driver’s licenses without legal training or testing.

Alhattab is accused of orchestrating the scheme by bribing employees of an OMV office in Donaldsonville. Jenay Davis and Shakira Millien, both former OMV employees, are charged with completing knowledge tests for applicants while performing internet searches to find answers. Christopher Bryan Burns and Jonathan Parsons, who operated truck driver training businesses, are accused of falsifying training records and administering fraudulent skills tests.

The plot thickens as Marline Roberts, a certified skills test examiner, is also implicated in the scheme. According to the indictment, she created fake score sheets to support the false test reports. All six defendants are jointly charged with conspiracy to commit honest services wire fraud.

Alhattab and Parsons face additional charges of honest services wire fraud, while Burns, Davis, and Roberts are charged with one count each. Each defendant also faces bribery counts concerning programs receiving federal funds. The potential sentences for these charges range from 10 to 20 years’ imprisonment, along with fines up to $250,000 and supervised release.

Acting U.S. Attorney Simpson emphasized that the indictment is merely an accusation, and each defendant’s guilt must be proven beyond a reasonable doubt. The investigation was conducted by the FBI and the U.S. Department of Transportation – Office of Inspector General, with assistance from the Louisiana State Office of Inspector General and Louisiana Public Safety Services. Assistant U.S. Attorney Chandra Menon will lead the prosecution.
