Ochoa Indicted: Baton Rouge Predator Targeted Teen
BATON ROUGE, LA – Kleider Enrique Garcia Ochoa, a 30-year-old Venezuelan national illegally present in the United States, is facing federal charges after a grand jury indicted him on counts of attempted enticement of a minor and attempted transfer of obscene material to a minor. The indictment stems from an alleged online grooming operation targeting a juvenile in Baton Rouge.
Acting United States Attorney Ellison C. Travis announced the indictment, detailing how Ochoa, operating under the online alias “Conociendo,” allegedly attempted to convince someone he believed to be a 15-year-old male into an illegal sexual relationship. Investigators say Ochoa also allegedly sent obscene material to the individual, believing them to be a minor.
Ochoa appeared in federal court and entered a plea of not guilty to the pending charges. If convicted, he faces a severe penalty: a minimum of ten years, and potentially life, in federal prison. He could also be ordered to pay a $250,000 fine, face a lifetime of supervised release, and be required to register as a sex offender.
Beyond the immediate criminal penalties, Ochoa is also subject to removal and deportation from the United States once he has completed any sentence imposed. The investigation, a joint effort between U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), and the Livingston Parish Sheriff’s Office, highlights the ongoing threat of transnational criminals exploiting vulnerable children.
The prosecution is being handled by Assistant United States Attorney Edward H. Warner, Deputy Criminal Chief, and Special Assistant United States Attorney Allen Ross. This case is being pursued under the umbrella of Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat the escalating epidemic of child sexual exploitation and abuse. Project Safe Childhood leverages resources at all levels of law enforcement to identify, apprehend, and prosecute offenders and rescue victims.
Furthermore, this case falls under Operation Take Back America, a broader DOJ initiative focused on combating illegal immigration, dismantling cartels and transnational criminal organizations, and protecting communities from violent crime. An indictment is merely an accusation, and Ochoa is presumed innocent until proven guilty at trial. But this case sends a clear message: those who prey on children will be relentlessly pursued, regardless of their origin or immigration status.
