Josman Romero-Delgado, a 24-year-old Chelsea man, pleaded guilty to conspiring to commit bank fraud, bank fraud, and conspiring to steal and possess stolen mail in Boston, Massachusetts. From June 2023 to February 2024, Romero-Delgado and his co-conspirators stole mail from USPS collection boxes, targeting checks to deposit into their own accounts. They used commercially available chemicals to wash away handwritten ink on the checks, re-issuing them to themselves or their controlled accounts.
After fraudulently depositing the checks, the defendants withdrew cash from ATMs or purchased money orders with the ill-gotten funds. An investigation into their cellphones revealed collaboration to advance the scheme. Romero-Delgado was sentenced to time served, approximately four months in prison, and three years of supervised release, with $39,157 in restitution owed.
The case was prosecuted by Assistant U.S. Attorneys Lucy Sun and Philip C. Cheng, with valuable assistance from the Boston and Wellesley Police Departments. The announcement was made by United States Attorney Leah B. Foley, along with Thomas A. Greco of the ATF and Jason Buckley of the U.S. Postal Inspection Service.
Romero-Delgado’s sentence is the result of the Homeland Security Task Force initiative, aimed at eliminating transnational criminal organizations and human smuggling rings. This case highlights the ongoing efforts to combat mail theft and check fraud in Massachusetts.
