New Jersey Man Admits Role in $7 Million Medicaid Scam

NEWARK, N.J. – Paul Mil, 66, of Springfield, New Jersey, has pleaded guilty to his role in a scheme that bilked Medicaid out of $7 million, U.S. Attorney Paul J. Fishman announced.

Mil, the owner of People Choice Home Care Inc. in Elizabeth, New Jersey, and a registered agent for HHCH Health Care Inc. in Linden, New Jersey, admitted to conspiring to commit health care fraud, money laundering, and tax evasion.

According to documents filed in this case and statements made in court, Mil and others submitted false documents to the New Jersey Board of Nursing, falsely represented prospective home health aides’ certifications, and fraudulently billed Medicaid for services not actually rendered to patients.

The scheme, which involved numerous home health aides, defrauded Medicaid out of $7 million. After Medicaid paid the claims, Mil used the proceeds to purchase real estate and personal property.

Between 2007 and 2011, Mil also cheated the IRS out of approximately $918,000 in taxes due and owing, by falsely characterizing payments as legitimate business deductions and concealing income on his federal individual income tax returns.

The conspiracy and money laundering counts to which Mil pleaded guilty each carry a maximum potential penalty of 10 years in prison, while the tax evasion count carries a maximum potential penalty of five years in prison. Sentencing is scheduled for May 3, 2016.

Mil will also be ordered to pay a $7 million forfeiture money judgment to the United States and to forfeit six homes and properties in New Jersey and New York, as well as hundreds of thousands of dollars seized from bank accounts he controlled.

U.S. Attorney Fishman credited agents of the FBI for their work on this case, which resulted in the guilty pleas of nine other individuals, including Irina Krutoyarsky, 61, the owner of HHCH Health Care Inc. in Linden, New Jersey.
