Jahangeer Ali, 34, a citizen of Pakistan, was one of the defendants, and he allegedly owned Oregon Clinical Laboratory, a company that submitted fraudulent claims for genetic testing to Medicare Advantage plans.

The scheme was simple yet effective: Ali’s company would submit claims for genetic testing that was never actually provided, with beneficiaries and physicians listed on the claims having no knowledge of Oregon Clinical Laboratory. The case is being prosecuted by Assistant U.S. Attorneys Andrew Ho, and it’s a prime example of the kind of health care fraud that inflates costs and restricts access to critical services.

According to U.S. Attorney Scott E. Bradford, health care fraud is a serious issue that affects senior citizens, people with disabilities, low-income families, veterans, and others who rely on federal programs. The Department of Justice’s 2026 National Health Care Fraud Takedown is a coordinated effort to protect the integrity of the health care system and hold those who exploit it accountable.

The investigation and prosecution of this case were the result of strong coordination between local, state, national, and international partners, including the Department of Veterans Affairs Office of Inspector General and the Department of Health and Human Services Office of Inspector General. As Special Agent in Charge Dimitriana Nikolov with the VA OIG noted, every dollar saved by investigating fraud helps ensure VA programs remain sustainable for the veterans who depend on them.
