Methamphetamine Conspiracy Unfolds in Buffalo

BUFFALO, N.Y. – A pair of men, both citizens of Mexico, have been arrested and charged in connection with a methamphetamine conspiracy. Juan Humberto Martinez-Vega, 47, and Giovani Ramirez-Soto, 26, face serious penalties if convicted.

The charge of conspiracy to possess with intent to distribute, and distribution of, methamphetamine carries a mandatory minimum penalty of five years in prison, a maximum of 40 years, and a $5,000,000 fine.

According to authorities, the pair was stopped during a traffic stop on Route 20A in the Town of Warsaw in Wyoming County on July 26, 2018. Martinez-Vega, the driver, produced an expired Georgia identification card and claimed he was looking for work.

After obtaining consent to search the vehicle, a New York State Police K9 Trooper alerted to several areas, leading to the recovery of 1,200 grams of suspected heroin and approximately 421 grams of suspected methamphetamine hidden behind the front dashboard.

Further investigation revealed that both defendants were illegally present in the United States.

Assistant U.S. Attorney Timothy C. Lynch stated that Ramirez-Soto made an initial appearance before U.S. Magistrate Judge H. Kenneth Schroeder and is being detained. Martinez-Vega is scheduled to make an initial appearance on August 30, 2018.

The investigation was led by the New York State Police, under the direction of Major Edward Kennedy, and the Drug Enforcement Administration, under the direction of Special Agent-in-Charge James J. Hunt, New York Field Division.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
