Gildardo Rivera Garcia, Fentanyl and Heroin Trafficking, Oregon 2025

PORTLAND, Ore.—Gildardo Rivera Garcia, 45, a Mexican national unlawfully residing in Salem, Oregon, has been charged with conspiracy to distribute and possession with intent to distribute fentanyl and heroin. The charges stem from the discovery of over 43 pounds of illicit drugs during an investigation.

On July 27, 2025, law enforcement agencies including the Westside Interagency Narcotics (WIN) team, FBI, Homeland Security Investigations (HSI), and Drug Enforcement Administration (DEA) executed a federal search warrant at Garcia’s residence. Authorities seized approximately 32 pounds of fentanyl, 11 pounds of heroin, an automated money counter, and cash.

Garcia appeared in federal court on Tuesday and was ordered detained pending further proceedings. The case is being prosecuted by Assistant U.S. Attorney Scott M. Kerin for the District of Oregon.

Fentanyl, a synthetic opioid 80 to 100 times more potent than morphine, poses a significant threat in Oregon where it has been linked to a spike in overdose deaths. A mere 2-milligram dose is lethal to an average adult male.

“If you are in immediate danger, please call 911,” the authorities caution. For those suffering from addiction or seeking help for a loved one, the Lines for Life substance abuse helpline at 1-800-923-4357 or www.linesforlife.org is available 24 hours a day.

This investigation was a collaborative effort between multiple federal agencies and local law enforcement. The seizure of such a vast quantity of deadly drugs underscores the relentless efforts to combat drug trafficking in Oregon.”
