PORTLAND, Ore. – Robert Jacob Hoopes, 24, faced his first court appearance today after an alleged violent outburst at the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.
In a stunning display of defiance, Hoopes is accused of throwing rocks at ICE officers and property, including causing significant damage to the main entry door with an upended stop sign. His actions led to serious injury to one officer, who sustained a laceration over his eye after being struck by a rock.
The incident, which unfolded during a protest on June 14, 2025, has escalated into federal charges. Hoopes was charged with the felony offenses of aggravated assault of a federal officer with a dangerous weapon and depredation of federal property exceeding $1,000 in value.
According to court documents, Hoopes’s actions were not isolated. Since June 13, 2025, the U.S. Attorney’s Office for the District of Oregon has charged 23 defendants over offenses at the ICE building, ranging from assault and arson to possession of destructive devices and property damage.
Hoopes was identified through a photo circulated online and arrested by FBI agents on July 25, 2025. Today, he appeared before a U.S. Magistrate Judge, who ordered his release pending trial.
The severity of the charges against Hoopes carries substantial penalties: up to 20 years in federal prison for the aggravated assault charge, and up to ten years for depredation of federal property. The case is currently under investigation by the FBI and prosecution by the U.S. Attorney’s Office for the District of Oregon.
