Fulton County, Ky. – A kickback scheme tied to the expansion of the Fulton County Detention Center has resulted in a significant sentence for local business owner Michael Homra.
Homra, 80, of Fulton, Kentucky, was sentenced by Senior Judge Thomas B. Russell to two years of probation, a $10,000 fine, and $32,500 in restitution.
The Leader Store owner admitted guilt on January 20, 2017, for his role in a conspiracy that involved former Fulton County Jailer Ricky D. Parnell and others between April 2015 and August 2016.
Homra utilized his company to provide building materials for the detention center project, allowing Parnell to act as a middleman, receiving cash kickbacks ranging from $10,000 to $25,000 in return for inflated prices.
The scheme involved Homra paying Parnell 50% of the profits from purchases made through The Leader Store, totaling over $120,000 in payments to Parnell.
Homra was charged alongside Ricky D. Parnell, Ronald D. Armstrong, Jimmy Boyd, and Daniel C. Larcom. Parnell, Armstrong, and Larcom have already entered guilty pleas and are awaiting sentencing.
