Michael S. Murphy, Heroin and Fentanyl Trafficking, Wisconsin 2023

MADISON, WI – Michael S. Murphy, 48, of Madison, Wisconsin, will spend the next six years behind bars after being sentenced Thursday for running heroin and fentanyl and illegally possessing firearms. Chief U.S. District Judge James D. Peterson handed down the sentence, acknowledging the deadly nature of Murphy’s crimes and the danger he posed to the community.

The bust began in October and November of 2021 when undercover officers with the Dane County Narcotics Task Force made multiple controlled purchases of heroin from a dealer. Surveillance quickly revealed Murphy as the source, leading to a raid on his Madison home. Authorities didn’t find a small-time operation; they uncovered over 100 grams of heroin cut with fentanyl, more than 20 grams of cocaine, and a stash of crack cocaine.

But the drugs weren’t the only illegal items found. Law enforcement also seized a trio of handguns: a 9mm with a loaded magazine, a .45 caliber pistol, and another 9mm with its serial number deliberately scratched off – a clear attempt to evade tracking. Ninety-four unspent rounds of ammunition completed the grim inventory. The firearms charge alone carried a mandatory minimum five-year sentence.

Judge Peterson stated the six-year term was necessary to reflect the seriousness of Murphy’s conduct. He specifically called out the lethal danger of fentanyl, a synthetic opioid driving overdose deaths nationwide, and the added threat posed by readily available firearms. The judge clearly felt the mandatory minimum wasn’t enough to cover the totality of the criminal activity.

Murphy pleaded guilty to the charges on October 11, 2022. The case was built through a collaborative effort between the Dane County Narcotics Task Force and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Assistant U.S. Attorneys Steven P. Anderson and Anita Marie Boor led the prosecution. This bust is part of the Department of Justice’s Project Safe Neighborhoods (PSN), a nationwide initiative aimed at reducing violent crime and gun violence.

The PSN program focuses on fostering trust between law enforcement and communities, supporting local violence prevention groups, and strategically prioritizing enforcement. While the program’s goals are laudable, the grim reality remains: another drug dealer is off the streets, but the demand for deadly substances like fentanyl continues to fuel a criminal pipeline that leaves a trail of devastation in its wake. Murphy’s sentence serves as a stark reminder of the ongoing battle against the opioid crisis and the associated violence.
