St. Paul is reeling after federal prosecutors hit PHELIXIS FITZGERALD MAR ROBINSON, a/k/a “Storm,” 44, with a multi-count indictment tied to a massive heroin haul and a personal arsenal of six firearms. The charges, announced today by U.S. Attorney Erica H. MacDonald, mark the latest escalation in the city’s battle against violent drug networks flooding neighborhoods with deadly narcotics.

According to the indictment unsealed in U.S. District Court, ROBINSON distributed heroin in March 2019 and possessed, with intent to distribute, more than one kilogram of the drug. The quantity alone signals a major trafficking operation, one that federal agents say endangered entire communities. Heroin of that volume often fuels addiction, triggers overdoses, and spawns street-level violence.

But the case took a sharper turn when investigators uncovered ROBINSON’s illegal cache of firearms. Authorities seized a Glock model 22 .40 caliber, a Taurus model Protector .38 revolver, a Beretta model 96 .40, a Glock model 30 .45, a Bersa model Thunder .380, and a SCCY model CPX-2 9mm—all from two storage lockers tied to ROBINSON. As a convicted felon, he is barred under federal law from possessing even a single firearm, let alone an arsenal built for war.

Adding insult to injury, law enforcement also confiscated more than $545,000 in cash during the raids. The money, stashed alongside weapons and drugs, paints a picture of a high-level operator moving vast sums through Minnesota’s underground economy. Investigators are now tracing the origins of the cash to uncover deeper links in the distribution chain.

The takedown resulted from a coordinated probe by the Anoka-Hennepin Narcotics and Violent Crime Task Force and the Drug Enforcement Administration. The case falls under Project Safe Neighborhoods, a federal initiative targeting repeat violent offenders and drug traffickers who exploit urban corridors. The goal: cut off supply lines and dismantle networks before more lives are lost.

PHELIXIS FITZGERALD MAR ROBINSON appeared today before Magistrate Judge Steven E. Rau in St. Paul. He faces one count of possession with intent to distribute heroin, one count of distribution of heroin, and one count of felon in possession of firearms. Assistant U.S. Attorney Thomas Calhoun-Lopez is prosecuting. The charges are allegations; ROBINSON is presumed innocent unless proven guilty in a court of law.
