Scott Chier, Child Pornography Possession, Wisconsin 2024

Scott Chier, the 63-year-old resident of Middleton, Wisconsin, was handed a 10-year federal prison sentence yesterday for possessing child pornography. The grim ruling, imposed by Chief U.S. District Judge James D. Peterson, also mandates 15 years of supervised release and $45,000 in restitution to the victims.

Chier’s sentence followed his guilty plea on April 30, 2025. His downfall began when law enforcement traced an IP address linked to child pornography distribution back to Chier’s home. A July 27, 2022, search warrant led to the discovery of explicit images on electronic devices owned by Chier.

Indicted by a federal grand jury on August 3, 2022, Chier’s case was delayed by legal issues pending before the Seventh Circuit Court of Appeals. Judge Peterson emphasized that Chier’s conduct was particularly serious due to the nature of the images and his previous convictions for similar offenses.

The Wisconsin Department of Justice Division of Criminal Investigation, along with Waukesha, Hartford, and Middleton Police Departments, led the investigation. Assistant U.S. Attorneys Julie Pfluger and Elizabeth Altman prosecuted the case. Chier’s sentence is part of Project Safe Childhood, a national effort to combat child sexual exploitation.

Project Safe Childhood coordinates federal, state, and local resources to identify, apprehend, and prosecute those who exploit children online. For more information on this initiative, visit www.justice.gov/psc.
