Minnesota Man Charged with 24 Years of Child Support Dodging
Jesse Lawrence Brown Otter, a 45-year-old Minneapolis man, has been charged with a shocking 24 years of evading child support payments. Otter appeared before U.S. Magistrate Roberto A. Lange on February 26, 2013, and pled guilty to an Indictment that charged him with Failure to Pay Legal Child Support.
According to court documents, Otter was ordered by the Eighth Judicial Circuit Court, Corson County, South Dakota, to pay $150.00 per month for his minor child, commencing August 1, 1992. However, at the time of Indictment, he had not made a child support payment since July of 2007, accumulating a staggering arrearage amount of $25,342.12.
The investigation into Otter’s child support evasion was conducted by the Department of Health and Human Services, Office of Inspector General. The case is being prosecuted by Assistant U.S. Attorney Thomas J. Wright, who is determined to bring justice to the affected child.
The maximum penalty upon conviction is two years imprisonment; a $250,000.00 fine; one year supervised release; one additional year of custody upon revocation; a $100.00 assessment fee; and child support restitution amount owed at the time of sentencing.
A presentence investigation has been ordered, and a sentencing date has been set for May 20, 2013. Otter was remanded to the custody of the U.S. Marshal pending sentencing, a stark reminder of the severity of his crimes.
