MONTEREY – A federal grand jury has indicted 29-year-old Samuel Rios on a litany of child exploitation and pornography charges.
Rios, of Monterey, was charged with seven counts including coercion and enticement of minors, production, distribution, and possession of child pornography. The allegations stem from Rios’s use of Snapchat to诱导 two minor victims into sexually explicit behavior between July 2023 and May 2024.
According to authorities, Rios produced child sexual abuse materials with minors in Northern California, distributed such materials, and has been in federal custody since July 16.
The charges follow a report by an anonymous therapist in May, who alleged the sexual assault of a child by an individual believed to be Rios.
U.S. Attorney Craig H. Missakian and HSI Acting Special Agent in Charge Jeffrey Brannigan announced the charges against Rios, who faces life imprisonment if convicted. His next court appearance is set for July 28.
The prosecution is a result of an investigation by HSI, Monterey Police Department, and Monterey County District Attorney’s Office. Anyone with information can contact HSI at HSISanJose@dhs.gov or (877) 477-4847.
