Newark, N.J. – The grim specter of gang violence reared its head once more as Juan Pablo Escalante-Melgar, also known as ‘Humilde,’ and Elmer Cruz-Diaz, dubbed ‘Locote,’ both from Union City, New Jersey, faced federal charges for plotting the murder of a suspected informant.
Escalante-Melgar, 27, and Cruz-Diaz, 28, are alleged members of Mara Salvatrucha, or MS-13, a notorious international street gang with a zero-tolerance policy for informants. The duo were arraigned before U.S. District Judge Claire C. Cecchi on charges of conspiring to kill an individual to prevent them from communicating with law enforcement, and both were detained without bail.
The dark underbelly of the MS-13 gang was laid bare in court documents that revealed the gang’s methodical approach to eliminating perceived traitors. The plot, which carried the ultimate penalty for disloyalty—death—was meticulously planned, with members assigned to follow the target to map out his movements and ensure a stealthy execution.
According to law enforcement intercepts, Escalante-Melgar was directly involved in ordering the hit on Victim 1, a Hudson Locotes clique member who had reportedly betrayed the gang. Cruz-Diaz confirmed the green-light for the assassination, boasting about the “watch” operation already in place. The conspiracy charge carries a maximum potential penalty of life in prison and a $250,000 fine.
U.S. Attorney Paul J. Fishman credited the FBI’s efforts in dismantling this sinister plot, highlighting the agency’s dedication to preventing gang violence. He reminded the public that the charges are merely accusations, and the defendants are considered innocent until proven guilty.
