ORLANDO, FL – A brazen drug and weapons conspiracy has cracked open in Central Florida, with Carlos Alberto Roman, 56, of Orlando facing a potential life sentence after pleading guilty to possessing controlled substances and possessing a firearm equipped with a silencer in furtherance of drug trafficking. The bust, part of the multi-agency Operation “Titan Fall,” reveals a network peddling fentanyl and cocaine, and stockpiling an arsenal fit for a small war.

According to federal prosecutors, Roman supplied the deadly duo of fentanyl and cocaine to a network of resellers including James Richard Howell, 37, of Silver Springs; Kenneth Angel Vera, 31, of Orlando; and Joely Manuel Burgos, 39, also of Orlando. Howell and Vera have already copped pleas for their roles in the conspiracy on December 5th and 6th, respectively. Burgos is slated to face a jury on January 17, 2023. The original indictment, filed August 9th, 2022, charged 13 individuals, but the case against Roman quickly escalated.

A superseding indictment slammed down on Roman on August 31st, piling on six additional counts: drug possession, possession of a firearm equipped with a silencer for drug trafficking, unlawful possession of firearms, ammunition, and even explosive grenades as a convicted felon, and possession of illegal short-barreled rifles and silencers. The feds didn’t mess around. When authorities raided Roman’s Orlando home on August 9th, they didn’t find a stash – they found a freaking armory. Nineteen firearms, six silencers, three flash-bang grenades, and a mountain of ammunition were seized.

The investigation, led by the Drug Enforcement Administration (DEA) with significant support from Homeland Security Investigations (HSI), the U.S. Postal Inspection Service, and a slew of local law enforcement agencies – including the Florida Highway Patrol and multiple city police departments – paints a picture of a sophisticated operation. This wasn’t some street-level hustle. The scope of the weapons cache suggests Roman wasn’t just moving drugs, he was preparing for something far more serious. The ATF played a crucial role in identifying and tracking the illegal firearms.

Roman now faces a minimum mandatory sentence of 30 years in federal prison, with the potential for life behind bars. Assistant United States Attorney Dana E. Hill is prosecuting the case, emphasizing the government’s commitment to dismantling organized crime rings like this one. The operation falls under the umbrella of the Organized Crime Drug Enforcement Task Force (OCEDTF), a program designed to target the “highest-level criminal organizations” threatening the nation. The feds are touting “Operation Titan Fall” as a success, but the streets of Orlando are likely still feeling the ripple effects.

The OCDETF program, according to the Department of Justice, uses an intelligence-driven, multi-agency approach to identify, disrupt, and dismantle these criminal enterprises.
