Khoa Doan, Access Device Fraud Conspiracy, New Hampshire 2016

BOSTON – The grimy streets of Boston saw justice served as Khoa Doan, 34, from Manchester, New Hampshire, was sentenced yesterday to 12 months and one day in federal prison for his role in a $350,000 debit card trafficking operation.

Doan faced U.S. District Court Senior Judge Mark L. Wolf’s stern judgment, which also included three years of supervised release and an order to pay approximately $180,000 in restitution. The sentence came after Doan’s guilty plea to access device fraud conspiracy back in December 2016.

The saga began between May 2013 and October 2014 when Doan was part of a diabolical international scheme targeting online retailers such as Walmart, Best Buy, Home Depot, and Apple. His Vietnam-based co-conspirators used stolen account credentials to infiltrate customers’ accounts on these websites.

Once inside, the thieves either stole online gift cards or exploited stored payment card data to purchase more gift cards and consumer goods. Doan’s role was to recruit runners in the U.S. to “clear” these e-gift cards by purchasing items that he would then re-sell, all for a profit. The fraudulent orders from this scheme topped $368,000, with approximately $180,000 in proceeds.

The charges against Doan were vigorously prosecuted by Assistant U.S. Attorney Seth B. Kosto of the Cybercrime Unit led by Acting United States Attorney William D. Weinreb. This operation was a collaborative effort between various law enforcement agencies, including Homeland Security Investigations in Boston and the U.S. Secret Service’s Boston Field Office.

Doan’s sentence serves as a stern reminder that cybercriminals will face the full might of the law for their despicable acts.
