BURLINGTON, VT – A New York man is facing serious federal charges after authorities say he masterminded a heroin pipeline into Vermont, supplying over a kilogram of the deadly drug for distribution throughout the state. Javier Pallamps-Fernandez, aka “Javi,” of Queens, New York, was indicted on drug distribution charges following a protracted investigation.
According to court documents, Pallamps-Fernandez allegedly conspired with Christopher Nazer of Milton, Vermont, to move large quantities of heroin from New York City to the Burlington area between approximately 2012 and May of 2016. The operation reportedly utilized vehicles equipped with cleverly concealed compartments to evade detection. The feds claim Pallamps-Fernandez was the primary source for the heroin flooding Vermont streets.
The bust came to a head on May 9, 2016, when law enforcement seized an Audi station wagon registered to Nazer. A search revealed over 1 kilogram of heroin expertly hidden within the vehicle. Investigators immediately suspected Pallamps-Fernandez as the source. This wasn’t a small-time operation; we’re talking about a substantial amount of heroin hitting the streets, fueling addiction and likely contributing to overdoses.
Pallamps-Fernandez appeared before United States Magistrate Judge John M. Conroy on May 9, 2017, for arraignment. Judge Conroy ordered him detained without bail, deeming him a flight risk and a danger to the community. He’ll remain locked up pending trial, where he’ll have to answer for these serious allegations.
Assistant U.S. Attorney Jonathan A. Ophardt is prosecuting the case, emphasizing that the Second Superseding Indictment contains only accusations. Pallamps-Fernandez, represented by Barry Goldberg, Esq. of New York, New York, is presumed innocent until proven guilty. However, if convicted, he’s looking at a mandatory minimum sentence of twenty years behind bars, with the potential for a life sentence.
The investigation was a joint effort between the Burlington Police Department, the Drug Enforcement Administration (DEA), and the Milton Police Department. This case underscores the ongoing battle against drug trafficking and the commitment of law enforcement to dismantle these criminal networks.
