According to the New York Attorney General’s Office of Special Investigation (OSI), the young woman was walking across the street on July 15, 2025, when she was struck and killed by an off-duty New York State Park Police officer driving his personal vehicle.
The OSI has now launched a formal investigation into this incident. This probe is in accordance with New York State Executive Law Section 70-b, which mandates that any incident involving an officer’s potential role in causing the death of a civilian must be thoroughly assessed and investigated.
Ms. Osuch was pronounced dead at the scene of the collision, and while these remain preliminary findings, they have triggered OSI’s intervention. The investigation is ongoing, and all parties involved are being closely monitored.
Pursuant to the aforementioned law, an officer may be deemed responsible for a civilian’s death regardless of whether they were on or off-duty at the time of the incident. The decedent’s status as armed or unarmed, in custody or incarcerated, does not exempt an officer from scrutiny.
