PHILADELPHIA – United States Attorney David Metcalf announced that Tracy Hardy, 52, of Philadelphia, Pennsylvania, entered a plea of guilty before United States District Judge Harvey Bartle III on Thursday on four counts of wire fraud and one count of making a false claim upon the United States.
Hardy was charged with offenses arising from two separate schemes. One involved obtaining disaster-related loans he wasn’t entitled to, while the other targeted a local union chapter through inflated bids for a construction project.
The defendant participated in a scheme to defraud the Small Business Administration (SBA) and multiple SBA-approved lenders, obtaining more than $2 million in pandemic relief funds by providing fraudulent financial information. Hardy’s businesses, including Lou & Choo Enterprises, Inc., Hardy & Hardy Holdings, LLC, and Monroe Press, Inc., were involved.
Additionally, from January 2019 to June 2019, Hardy defrauded District 1199C, a local chapter of the National Union of Hospital and Healthcare Employees. He submitted false bids for renovating the union hall’s bar area, ultimately securing the contract with an inflated bid worth $139,790.
United States Attorney David Metcalf emphasized the severity of Hardy’s actions, stating that such fraud undermines the integrity of federal relief programs intended to support those in need during difficult times.
Hardy faces significant penalties for his crimes and is scheduled to be sentenced at a later date.
