A California prison inmate, Dion Andre Davis II, has admitted to running a large-scale, multistate narcotics trafficking organization from his cell using contraband mobile phones. The 39-year-old pleaded guilty to one count of possession with intent to distribute controlled substances, after law enforcement discovered he was directing the distribution of fentanyl and methamphetamine to Montana and Wyoming. The investigation began in June 2023, when authorities learned that Christina Hill and Nathan Wilnau were selling illicit drugs in Billings, with Hill sending money to a source in California. Davis’s operation was uncovered after images of FedEx receipts and text conversations with him were found on Hill’s phone.
According to court documents, Hill’s phone contained images of text conversations with Davis, where she ordered $72,500 worth of fentanyl and $96,000 worth of methamphetamine. A search warrant on Davis’s phones also found messages directing the distribution of drugs, which would be shipped or delivered to Wyoming and Montana. Davis demanded payments, discussed shipments, and instructed his associates on how to evade law enforcement.
Davis faces 10 years to life in prison, a $10 million fine, at least five years of supervised release, and a $100 special assessment. U.S. District Judge Kathleen S. Lane will determine his sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is set for December 2, 2026. Meanwhile, Hill was sentenced to 15 years in prison on drug possession and money laundering charges, while Wilnau received an 11-year sentence on meth possession charges.
The case highlights the complexity and reach of modern-day drug trafficking operations, which can be coordinated from behind bars using contraband mobile phones. The guilty plea is a significant blow to the operation, but the war on drugs continues, with law enforcement agencies working tirelessly to disrupt and dismantle these networks.
