United States Attorney Alison J. Ramsdell revealed that U.S. District Judge Camela C. Theeler imposed a two-year federal prison term on Jayquan Flying Horse, 20, of Rapid City, for Possession of a Firearm by a Prohibited Person. The sentencing was handed down on August 15, 2025.
Flying Horse, who previously faced felony drug charges and was on parole at the time, pleaded guilty on May 5, 2025. He admitted to carrying a Taurus, 9mm caliber semi-automatic pistol when police arrived at an apartment building in Rapid City following a weapons complaint. Flying Horse attempted to evade law enforcement and refused to provide identification.
This case is part of Operation Take Back America, a Department of Justice initiative focused on combating illegal immigration, dismantling cartels, transnational criminal organizations, and reducing gun violence. The District of South Dakota’s Project Safe Neighborhood program aims to unite law enforcement with communities to enhance neighborhood safety.
The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Rapid City Police Department investigated the case, which was prosecuted by Supervisory Assistant U.S. Attorney Benjamin Patterson. Flying Horse has been remanded into the custody of the U.S. Marshals Service following his sentence.
With a parole agreement that explicitly forbade him from owning firearms, Flying Horse’s actions underscore the serious consequences faced by those who violate federal firearm laws while on parole for felony convictions.
