Rapid City, SD – In a shocking turn of events, Patrick Black Spotted Horse, a 29-year-old Rapid City man, has been sentenced to 24 months in federal prison for his fourth failure to register as a sex offender conviction.
According to court documents, Black Spotted Horse was convicted of Sexual Abuse of a Minor in March 2010, which required him to register as a sex offender. However, between 2013 and 2017, he was convicted of failure to register as a sex offender on three separate occasions.
After being released from custody in January 2018, Black Spotted Horse initially registered and resided at a residence in Rapid City, but failed to update his registration when he moved to a new address in March 2018. An arrest warrant was subsequently issued, and on May 4, 2018, Black Spotted Horse was located at a residence in Norris, South Dakota, and was arrested.
U.S. Attorney Ron Parsons announced that Black Spotted Horse was sentenced on August 7, 2018, by U.S. District Judge Roberto A. Lange. In addition to the 24-month prison sentence, Black Spotted Horse was also ordered to serve 5 years of supervised release and pay a special assessment to the Federal Crime Victims Fund in the amount of $100.
The case was investigated by the U.S. Marshals Service, with Assistant U.S. Attorney Kirk Albertson prosecuting the case. Black Spotted Horse was immediately turned over to the custody of the U.S. Marshals Service following the sentencing.
