Albuquerque Man Faces 20 Years in Prison for Transporting 13-Year-Old for Sex
KANSAS CITY, Mo. – Raymond C. Vallia, III, 56, of Albuquerque, New Mexico, pleaded guilty in federal court today to transporting a 13-year-old victim from Henry County, Mo., across state lines to engage in illicit sexual activity.
According to court documents, Vallia met the 13-year-old victim, identified as MV, through a social networking website. He picked her up at her home in Montrose, Mo., at 2 a.m. on March 29, 2015, and drove her to Amarillo, Texas, where they spent the night in a motel. Vallia and MV showered together and engaged in sexual activity.
Under the terms of today’s plea agreement, Vallia will be sentenced to 20 years in federal prison without parole, followed by a 10-year term of supervised release, and must pay restitution to his victim. Vallia will be required under the federal Sex Offender Registration and Notification Act (SORNA) to register as a sex offender and keep the registration current in each of the jurisdictions where he resides, is employed and is a student.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.
The case was investigated by the FBI, the Henry County, Mo., Sheriff’s Department, the New Mexico State Police, and the Amarillo, Texas, Police Department. It is being prosecuted by Assistant U.S. Attorney Catherine A. Connelly.
A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.
