Local Man Charged with Heroin Trafficking
A 69-year-old man from Sunland Park, New Mexico, has pleaded guilty to heroin trafficking charges in federal court. Raymundo Munoz, 69, admitted to conspiring with others to distribute approximately 119 ounces of heroin between April and July 2016.
According to the indictment, Munoz obtained heroin from Juan Francisco Rivera, 60, of El Paso, Texas. Rivera routinely supplied Munoz with heroin, which was smuggled into the United States across the international border in El Paso. Munoz took the heroin to his Sunland Park residence where he distributed the drugs to others.
The investigation, led by the DEA, targeted a heroin trafficking organization operating out of Sunland Park. The case was designated as part of the Organized Crime Drug Enforcement Task Force (OCDETF) program, a nationwide program that combines the resources and expertise of federal agencies and local counterparts to disrupt and dismantle major drug trafficking organizations.
Ten members of the heroin trafficking ring are charged in a 30-count indictment with participation in a heroin trafficking conspiracy and a series of substantive heroin trafficking offenses. The indictment charged all ten defendants with conspiring to distribute heroin in Doña Ana County and elsewhere between May 8, 2016, and July 12, 2016.
Munoz is facing 72 months in prison under the terms of his plea agreement. He remains in custody pending a sentencing hearing, which has yet to be scheduled. Five other defendants in the case have already pleaded guilty, including Juan Francisco Rivera, who faces 108 months in prison.
The case is a significant blow to the heroin trafficking organization operating in the area. The investigation and charges demonstrate the commitment of law enforcement agencies to disrupting and dismantling major drug trafficking organizations.
