Richard Allan Howell, Possession with Intent to Distribute Methamphetamine, West Virginia 2021

ELKINS, WEST VIRGINIA – A Hardy County man has been sentenced to 130 months in prison for his role in a drug trafficking operation.

Richard Allan Howell, 43, pleaded guilty in October 2021 to one count of Possession with Intent to Distribute Methamphetamine. Howell admitted to having methamphetamine, also known as “crystal meth” or “ice,” in October 2018 in Hardy County.

Assistant U.S. Attorney Stephen D. Warner prosecuted the case on behalf of the government. The Potomac Highlands Drug Task Force, a HIDTA-funded initiative, and the Moorefield Police Department investigated. The task force consists of the FBI, the West Virginia State Police, the Grant County Sheriff’s Office, the Hardy County Sheriff’s Office, the Mineral County Sheriff’s Office, and the Keyser Police Department.

Chief U.S. District Judge Thomas S. Kleeh presided over the sentencing hearing.

According to court records, Richard Allan Howell, of Moorefield, West Virginia, was sentenced today to 130 months of incarceration for his role in a drug distribution operation.

The investigation into Howell’s activities was conducted by the Potomac Highlands Drug Task Force and the Moorefield Police Department. The task force is a HIDTA-funded initiative that brings together law enforcement agencies from across the region to combat drug trafficking and other violent crimes.

Howell’s sentencing serves as a reminder of the serious consequences that individuals face when they engage in drug trafficking and other serious crimes. The U.S. Attorney’s Office will continue to work closely with our law enforcement partners to bring those responsible for these crimes to justice.
