Richard Lorn Brown, Failure to Register as a Sex Offender, South Dakota 2024

A 28-year-old man from Wanblee, South Dakota, was sentenced to four years in federal prison for his role in a violent crime that occurred in Indian Country. Richard Lorn Brown was sentenced on April 25, 2024, in federal court in Rapid City.

Brown was convicted of Failure to Register as a Sex Offender and Assault Resulting in Serious Bodily Injury. He was sentenced to 18 months in federal prison for the Failure to Register charge and 30 months for the Assault charge. The sentences were ordered to run consecutively, resulting in a total prison term of four years.

The conviction stems from Brown failing to update his sex offender registration in July 2022 and then stabbing a man with a knife in July 2023. Brown pleaded guilty to the charges on January 26, 2024.

The case was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian Country be prosecuted in Federal court as opposed to State court. Brown was immediately remanded to the custody of the U.S. Marshals Service. He was ordered to pay a $200 special assessment to the Federal Crime Victims Fund.
