Roddell Chappell and Vagas Davis, two Richmond men, were involved in a large-scale drug trafficking conspiracy that spanned several months, from the fall of 2024 to June 2025. The duo trafficked fentanyl, heroin, cocaine, and methamphetamine in Richmond, Virginia, with Chappell and Davis making multiple sales to law enforcement. The investigation led to the recovery of multi-kilogram quantities of narcotics, firearms, and cash.
Law enforcement conducted controlled purchases from Chappell and Davis, resulting in the seizure of large quantities of illicit substances. On June 24, 2025, investigators searched the residences of Chappell and Davis, recovering 15 firearms, large capacity drum magazines, ammunition, and $49,939 from Chappell’s residence. Davis’ residence yielded 459.6 grams of marijuana, a money counter, and three cellphones.
Chappell and Davis pleaded guilty to various charges related to the conspiracy. Chappell pleaded guilty on September 11, 2025, and was sentenced to 20 years and 10 months in prison. Davis, who held a leadership role in the organization, pleaded guilty on September 16, 2025, and was sentenced to 24 years and four months in prison.
The investigation was a collaborative effort between the Virginia State Police, Chesterfield County Police Department, Richmond Police Department, and the Drug Enforcement Administration’s Washington Division. The case was prosecuted by Assistant U.S. Attorney Angela Mastandrea.
