Juan Carlos Hernandez, Narcotics Trafficking, California 2020

⏱ 3 min read

In Houston’s Clinton Park neighborhood, a sprawling fentanyl and methamphetamine empire has been dismantled. Authorities arrested 10 suspects, with some already facing life in prison for their roles. The group trafficked high-grade narcotics, including 3,000 pills containing meth, as well as firearms.

At the center of the operation was Damian Ray Broussard, 39, who allegedly helped Justin Leonard, 39, sell cocaine, crystal meth, and counterfeit pharmaceuticals out of the Clinton Park residence. Over 30 firearms, along with various narcotics and cash, were seized during the operation.

As part of Operation Spring Cleaning, the FBI – Houston led the investigation alongside the Houston Police Department. The suspects, including Ronald Maddox, 42, and Anthony Means, 51, face charges ranging from 20 to 40 years in federal prison. A tenth suspect, Leroy Lumpkin, 55, also remains in custody pending further proceedings.

With the Clinton Park cartel out of commission, authorities hope to reduce the flow of deadly narcotics into the community. But for those involved, the consequences will be severe.
