Rochester Man Charged with Enticing Minor and Child Pornography

ROCHESTER, N.Y.–U.S. Attorney William J. Hochul, Jr. announced today that Todd Glenn Dean, 50, of Rochester, N.Y, was arrested and charged by criminal complaint with attempting to entice minor to engage in sexual acts, and attempting to produce child pornography.

The charges carry a minimum penalty of 25 years in prison and a maximum of life. According to the complaint, Dean approached a minor in September 2014. The minor notified his mother who then contacted law enforcement.

Assistant U.S. Attorney John J. Field, who is handling the case, stated that Dean approached ‘Tyrell,’ a 15-year-old boy, and promised to buy him a phone if he had sex with him. Eventually, an arrangement was made to meet at the Genesee Valley Park for sex.

Anticipating the meeting, Dean wrote, “have a great day at school . . . can’t wait to hookup.”

The defendant is being detained pending a detention hearing on October 16, 2014 at 2:30 p.m.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the U.S. Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS).

The Federal Bureau of Investigation’s Child Exploitation Task Force initiated undercover communications with the defendant, posing as the 15-year-old boy. The investigation was led by Special Agents of the Federal Bureau of Investigation.

The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.
