Ryan Christopher Hall, a former Harford County Sheriff’s Office detective, has been indicted on charges of sexual exploitation of a child and possession of child sexual abuse material.
According to authorities, Hall allegedly used his position to exploit and harm two minor children from May 2017 to October 2024.
The indictment alleges that Hall installed cameras to produce child sexual abuse material and possessed the material.
If convicted, Hall faces a mandatory minimum of 15 years and a maximum sentence of 30 years in federal prison for each count of Sexual Exploitation of a Child.
Hall’s initial appearance in federal court is set for Wednesday, March 19, before Magistrate Judge A. David Copperthite.
An indictment is not a finding of guilt, and Hall is presumed innocent until proven guilty at a later criminal proceeding.
The case is part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse.
The U.S. Attorney’s Office and the Criminal Division’s Child Exploitation and Obscenity Section lead the effort, which marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children.
U.S. Attorney Kelly O. Hayes commended the agencies involved in the investigation and thanked Assistant U.S. Attorney Colleen Elizabeth McGuinn for prosecuting the case.
