Defendant Sentenced to 10 Years for Heroin Trafficking

ROCHESTER, N.Y. – In a major blow to the heroin trade in Elmira, New York, Scott Washington, also known as Body, Addy, was sentenced to 10 years in prison for his role in a major heroin trafficking ring.

According to prosecutors, Washington and his co-conspirators were responsible for distributing heroin obtained in Trenton, New Jersey, which was transported to Wilkes-Barre, Pennsylvania, where it was stored, processed, and packaged before being sold in Elmira through multiple distributors.

Washington, 31, of Elmira, was convicted of conspiracy to possess with intent to distribute 100 grams or more of heroin. In addition to his prison sentence, Washington was also ordered to forfeit a .40 caliber handgun and rounds of ammunition.

The sentencing is the result of an investigation by the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Ray Donovan, New York Field Division; the New York State Police, under the direction of Major Eric Laughton; the Elmira Police Department, under the direction of Chief Joseph Kane; the Chemung County District Attorney’s Office, under the direction of Weedon Whetmore; the Bureau of Alcohol, Tobacco, Firearms and Explosives, under the direction of Special Agent-in- Charge John B. Devito; the Elmira Heights Police Department, under the direction of Chief  Robert N. Hauptman; the Horseheads Police Department, under the direction of Chief Thomas Stickler; and the Chemung County Sheriff’s Department, under the direction of Acting Sheriff William A. Schrom.

Washington was arrested on September 28, 2016, along with six other co-conspirators, including Israel Cedeno-Martinez, Mark Jones, Jr., Mark Jones, Sr., Marcel Jones, Andrew Woodhouse, and Tanner Rios. During the course of the investigation, officers seized six handguns, numerous rounds of ammunition, paraphernalia for the processing and packaging of heroin, over $9,500 in U.S. currency, and over 600 bags of heroin packaged for street sale.

Washington’s sentencing brings to a close a major investigation into the heroin trade in Elmira. The case highlights the coordinated efforts of law enforcement agencies to disrupt and dismantle heroin trafficking rings in the region.

Assistant U.S. Attorney Robert A. Marangola, who handled the case, stated that the conviction and sentencing of Washington and his co-conspirators send a strong message to those involved in heroin trafficking that they will be held accountable for their actions.
