A 29-year-old Maryland man, David Lee Mangum, has been indicted on new child sex abuse charges. Mangum, a convicted sex offender, allegedly used social media to receive and possess child sexual abuse material (CSAM) in Frederick, Maryland, between 2025 and early 2026. The indictment includes five counts of receipt of CSAM, one count of transferring obscene material to a minor, and one count of possession of CSAM. Mangum’s previous conviction in 2021 for filming, soliciting, and promoting CSAM resulted in a 10-year prison term, with all but 18 months suspended.

According to the indictment, Mangum utilized internet-based social media accounts to receive visual depictions of at least five minor victims engaged in sexually explicit conduct. On at least one occasion, Mangum sent one of the minor victims a video of himself engaged in sexually explicit conduct. A subsequent law enforcement search of Mangum’s cellular phone also revealed numerous other CSAM images.

The case is part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. The initiative marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

Mangum’s indictment is the result of a collaborative effort between the U.S. Attorney’s Office, the Diplomatic Security Service, and the Frederick County Sheriff’s Office. The investigation and prosecution of child sex abuse cases like Mangum’s are crucial in protecting vulnerable victims and holding offenders accountable for their heinous crimes.
