RICHLAND, WA – Victor Martin Lara-Lopez, 41, is in federal custody facing two counts of Assault on a Federal Officer after a brazen attack on Immigration and Customs Enforcement (ICE) agents in Pasco, Washington. The incident, which occurred June 13, 2025, saw Lara-Lopez attempt to run over the agents before fleeing the scene. Acting United States Attorney Stephanie Van Marter announced the charges following Lara-Lopez’s initial court appearance on July 17, 2025.
According to court documents, ICE Deportation Officers attempted to detain Lara-Lopez on an Administrative Warrant for Arrest of an Alien when they spotted him driving his F-350 truck. Officers in two vehicles boxed in Lara-Lopez and approached his driver’s side window, clearly identifying themselves with ICE-issued ballistic vests displaying “POLICE” markings. Lara-Lopez refused to cooperate, only partially rolling down his window and refusing to identify himself or turn off the vehicle.
The situation escalated rapidly. As an officer attempted to prevent Lara-Lopez from rolling up the window, the defendant put the truck in reverse, initiating a struggle through the partially closed window. Lara-Lopez then slammed the truck into drive, forcing the ICE agents to jump clear to avoid being crushed between the F-350 and their parked vehicle. He then drove onto the sidewalk, colliding with the agents’ vehicle before speeding away. One agent sustained arm bruises, while the other suffered pain and loss of mobility in their left shoulder.
The incident isn’t Lara-Lopez’s first brush with the law. He was already under supervision by the Washington State Department of Corrections following a 2022 conviction for Child Molestation in the Second Degree with the Aggravating Circumstance of Position of Trust. He was sentenced to 36 months imprisonment, followed by 36 months of supervision, and was prohibited from contacting minors. A warrant was issued by the DOC after he failed to report to his Community Corrections Officer following the June 13th incident.
For nearly a month, federal authorities searched for Lara-Lopez. He was finally located on July 15, 2025, driving the same F-350 on Highway 12 between Walla Walla and Pasco. When officers initiated a traffic stop, Lara-Lopez refused to exit the vehicle until a K9 unit was announced. He was then arrested without further incident. “Every day, law enforcement officers in this district go to work to protect our community,” stated Acting United States Attorney Van Marter. “It is not uncommon for law enforcement to be assaulted, which is not lawful and should never be acceptable.”
The case, investigated by the FBI and prosecuted by Assistant United States Attorney Laurel J. Holland, serves as a stark reminder of the dangers faced by law enforcement.
