Sex Trafficking Scandal Rocks Milwaukee
A pair of Milwaukee men, Paul Carter and David Moore, have been charged with sex trafficking and related offenses, according to a federal indictment unsealed today. The indictment, returned by a grand jury in Milwaukee, charges the two defendants with conspiracy, sex trafficking, and labor trafficking, among other crimes.
The charges span from 2007 to 2013 and allege that Carter and Moore trafficked both adults and minors. Carter, 44, and Moore, 46, have each faced previous indictments, but the new superseding indictment adds four additional counts of conspiracy, sex trafficking, and labor trafficking, as well as six additional counts against Carter and eight additional counts against Moore.
If convicted, both men face a sentence of up to life imprisonment. The case was investigated by the Human Trafficking Task Force for the Eastern District of Wisconsin, which includes law enforcement officers from the FBI, Homeland Security Investigations, the Wisconsin Division of Criminal Investigation, and the Milwaukee Police Department.
The case is being prosecuted by Assistant United States Attorney Karine Moreno-Taxman of the Eastern District of Wisconsin and Trial Attorney Daniel H. Weiss of the Civil Rights Division’s Human Trafficking Prosecution Unit. An indictment is merely an accusation, and each defendant is presumed innocent until proven guilty.
According to the indictment, Carter and Moore used aliases such as “Pimpin’ Paul” and “King David” to operate their sex trafficking ring. The indictment alleges that the two men trafficked victims for sexual exploitation and forced them to work in the sex industry against their will.
