Shapat Nabaya, aka Norman Abbott, 60, of Chester, Virginia, was sentenced today to 71 months in federal prison for a calculated campaign of retaliation against a federal tax agent, striking at the heart of government accountability with fraud and legal sabotage.

The sentence, handed down by U.S. District Judge M. Hannah Lauck, follows a conviction on Oct. 19, 2017, after a federal jury found Nabaya guilty of retaliating against a federal officer by false claim and committing bankruptcy fraud — charges rooted in a web of bogus lawsuits and legal filings meant to intimidate and harass.

Court records and trial evidence show Nabaya launched a relentless legal assault on an IRS revenue officer who had properly filed a lien on Nabaya’s pension after he failed to pay federal taxes for years. In retaliation, Nabaya filed multiple civil lawsuits and a fraudulent mechanic’s lien against the agent, weaponizing the civil system to exact vengeance.

But he didn’t stop there. Nabaya escalated the attack by filing a false involuntary bankruptcy petition against the same IRS officer in the U.S. Bankruptcy Court for the Eastern District of Virginia — a malicious move designed to damage the agent’s reputation and disrupt their professional standing.

The case was prosecuted by Assistant U.S. Attorneys Gabrielle Michalak and Jessica D. Aber. Tracy Doherty-McCormick, Acting U.S. Attorney for the Eastern District of Virginia, and Kimberly Lappin, Special Agent in Charge of IRS-Criminal Investigation’s Washington, D.C. Field Office, announced the sentencing, underscoring that attacks on federal officers won’t be tolerated.
