Shawn P. Parrish, Receiving and Possessing Child Pornography, Ohio 2023

Shawn P. Parrish, a 38-year-old man from Newark, Ohio, has been convicted of receiving and possessing child pornography. The verdict was reached on May 24, 2023 after a trial that began on April 17 before U.S. District Judge Algenon L. Marbley.

A United States District Court jury convicted Parrish of receiving and possessing child pornography. Parrish had been previously convicted of an offense involving aggravated sexual abuse, sexual abuse, or abusive sexual contact of a minor. This prior conviction will impact Parrish’s sentencing.

The investigation into Parrish’s activities began with an examination of a peer-to-peer file-sharing network. Investigators discovered child pornography being uploaded to an IP address at Parrish’s Newark residence. A search warrant was executed on August 30, and investigators found numerous images of a 12-year-old girl on Parrish’s phone.

Forensic evidence obtained from Parrish’s phone and the victim’s phone indicates that Parrish sent himself videos of the victim displaying her nude pubic area. He received these videos via Facebook Messenger and then created still images on his phone from the videos.

Parrish had previously been convicted in North Carolina in 1998 for Indecent Liberties with a Child and was sentenced to 16-20 months in prison. As a result of his prior conviction, Parrish faces a potential sentence of 15 to 40 years in prison for receiving child pornography and 10 to 20 years in prison for possessing child pornography.

U.S. Attorney Benjamin C. Glassman commended the investigation of this case by the Franklin County ICAC Task Force, as well as Assistant United States Attorneys Heather A. Hill and Special Assistant U.S. Attorney Jennifer M. Rausch, Director of the Franklin County Special Victims Unit, who are prosecuting the case.

The Franklin County ICAC Task Force is a multi-agency effort dedicated to the fight against computer-facilitated crimes against children. The following agencies are members: the Franklin County Sheriff’s Office, Ohio ICAC, Grove City Police Department, Columbus Police Department, Grandview Heights Police Department, Westerville Police Department, Hilliard Police Department, Franklin County Prosecutor’s Office, Homeland Security Investigations (HSI), Ohio Attorney General’s Office (BCI), The Ohio State University Police Department, Upper Arlington Police Department, Circleville Police Department, Pickaway County Sheriff’s Office, and Delaware County Sheriff’s Office.
