ST. LOUIS – The U.S. Attorney’s Office in the Eastern District of Missouri has dropped a hammer on Dr. David A. Parks and his staff, charging them with a conspiracy to prescribe controlled substances illicitly from 2016 to 2021. Parks, along with clinical manager James M. Bilderback and front desk assistant Michelle J. Scheer, are accused of flooding the market with prescription drugs outside of professional medical practice for profit.
According to the indictment, the trio’s conspiracy aimed at boosting their patient numbers and raking in cash, with Parks and Bilderback also charged with defrauding Medicare, Missouri Medicaid, and private insurers by falsely billing under Parks’ name while he was abroad. The government has issued a call for potential victims of this scheme.
On August 15, 2025, U.S. Magistrate Judge John M. Bodenhausen ordered alternative victim notification procedures to ensure that anyone affected is aware of their rights. Those who suspect they may be victims are urged to contact USAMOE.Victims@usdoj.gov for assistance.
