ST. PAUL, Minn. – Chedor TV, a 40-year-old resident of St. Paul, will spend the next 20 years behind bars after being sentenced today for producing a horrific video depicting the sexual abuse of a minor. U.S. Attorney Andrew M. Luger announced the 240-month prison sentence, followed by 10 years of supervised release, in a case that laid bare a chilling pattern of cyberstalking and exploitation.

According to court documents and TV’s own guilty plea, the depravity began in July 2019 and continued through February 2023. TV meticulously crafted multiple online identities on platforms like Discord and Snapchat, using aliases – including “Chang Vang” and “Hailey Ly” – to insidiously cyberstalk a minor victim. He posed as a peer, exchanging sexually explicit pictures with the victim, all while remaining hidden behind a veil of fabricated personas. The victim was unaware she was being targeted by a predator hiding in plain sight.

But the online harassment was only the beginning. While the victim believed she was communicating with someone her age, TV was secretly recording her within his own home. He surreptitiously filmed her while she was naked in the shower and captured a sexually explicit video of her while she slept. This wasn’t simply a case of online grooming; it was a calculated invasion of privacy and a brutal betrayal of trust.

When the victim attempted to sever contact with the “Chang” persona, TV escalated his tactics. He threatened to publicly disseminate the explicit videos and images he’d obtained without her consent, causing significant and lasting emotional distress. This act of coercion cemented the gravity of his crimes, transforming a disturbing obsession into a clear and present danger.

During sentencing in U.S. District Court, Judge Eric C. Tostrud didn’t mince words. He described TV’s conduct as “appalling” and the resulting imagery as reflecting “depravity.” The judge recognized the profound and likely lifelong impact this case will have on the victim and her family. TV pleaded guilty on January 10, 2024, to one count of production of child pornography, and admitted to the cyberstalking as part of his plea.

The investigation, a collaborative effort between the St. Paul Police Department and the FBI, was conducted under the umbrella of Project Safe Childhood, a national initiative launched in 2006 to combat child sexual exploitation. Assistant U.S. Attorney Hillary A. Taylor prosecuted the case. This sentencing sends a clear message: those who prey on children, especially using the anonymity of the internet to facilitate their crimes, will be relentlessly pursued and brought to justice.
