BOSTON – In a shocking act of environmental corruption, former Stoughton Water Department employee Robert J. Bullock, Sr., 60, from Brockton, was sentenced in federal court today for tampering with the Stoughton drinking water supply.
The justice system meted out swift retribution as U.S. District Court Chief Judge Denise J. Casper ordered Bullock to serve time-served (approximately one day) followed by three years of supervised release. The government had initially recommended a sentence of one year and one day in prison.
Bullock pleaded guilty to one count of tampering with a water system on March 26, 2025, marking the culmination of an investigation that began when he was indicted by a federal grand jury in March 2024.
The incident occurred on the night of November 29, 2022, when Bullock entered one of the Water Department’s pumping stations and deliberately turned off the pump responsible for introducing chlorine into the drinking water. This led to the introduction of insufficiently disinfected water into the system, posing a significant health risk to residents.
Today’s announcement was made by United States Attorney Leah B. Foley; Ted E. Docks, Special Agent in Charge of the Federal Bureau of Investigations, Boston Division; and Kathryn Rivera, Acting Assistant Special Agent in Charge of the Environmental Protection Agency’s Criminal Investigation Division in Boston. The Massachusetts State Police and the Stoughton and Brockton Police Departments played pivotal roles in the investigation. Assistant U.S. Attorney Benjamin Tolkoff of the Criminal Division handled the prosecution.
This case serves as a stark reminder of the potential dangers within public utilities and underscores the importance of robust security measures to protect the public welfare.
