Substitute Teacher Guilty of Possession and Distribution of Child Pornography

A substitute teacher from Bowling Green, Kentucky, has pleaded guilty to possession and distribution of child pornography.

Leon Lussier, 49, of Bowling Green, was arrested in 2015 after an international undercover investigation by the Toronto, Ontario police. The investigation started in January 2015, when the Toronto Police Service received information about a group of individuals involved in the sexual abuse of children.

According to the charges, Lussier participated in video conferencing rooms where he streamed child pornography through his webcam. A search warrant of his home resulted in the seizure of computer media, including several videos containing child pornography.

Lussier faces a minimum of 5 years and a maximum of 30 years in prison, a $500,000 fine, and supervised release of at least 5 years. He is being held in the custody of the United States Marshals Service pending sentencing.

The case is being prosecuted by Assistant United States Attorney Jo E. Lawless and investigated by U.S. Immigration and Customs Enforcement, Homeland Security Investigations, Canadian authorities, the Bowling Green Police Department, and the U.S. Marshals Service.

This case is part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse.

The investigation was led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section. For more information about Project Safe Childhood, visit www.usdoj.gov/psc.
