The crime occurred between April 10-12, 2025, when Shiver responded to a fictitious ad posted by law enforcement on a website commonly used for prostitution. He expressed interest in engaging in sexual activity with a 15-year-old child in exchange for money and traveled to meet the child, where he was arrested by law enforcement.
