Enock Edouard, Meth & Fentanyl Conspiracy, Florida 2024

United States Attorney Roger B. Handberg has announced a hard-hitting conviction for drug kingpin Enock Edouard, 37, of Tampa. Edouard was found guilty by U.S. District Judge William F. Jung on charges including conspiracy to distribute methamphetamine and fentanyl, possession with intent to distribute the same substances, being a felon in possession of a firearm, and criminal contempt.

The defendant faces a minimum mandatory sentence of 10 years in federal prison, marking a severe blow to his drug trafficking empire. Edouard was apprehended on April 22, 2023, following an extensive investigation by the Federal Bureau of Investigation (FBI), Tampa Police Department, and Hillsborough County Sheriff’s Office.

According to trial testimony and evidence, between 2021 and 2023, Edouard was a central figure in a drug trafficking network spanning the Middle District of Florida and beyond. The organization moved methamphetamine and fentanyl from Mexico, shipped via car tires to California, then distributed the drugs in Orlando and Tampa. Edouard personally transported large sums of cash to California for purchases, while using accomplices to hide narcotics in boxes and suitcases for distribution.

During trial, a co-conspirator described Edouard as “the only person between me and the cartels,” estimating that he sold over 300 kilograms of methamphetamine within less than 10 months. Edouard’s arrest in Las Vegas led to the recovery of additional fentanyl and a firearm at his Tampa apartment, resulting in further seizures across multiple jurisdictions.

Law enforcement has attributed the successful dismantlement of Edouard’s network to an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF utilizes a multi-agency approach, combining intelligence with prosecutorial leadership to target and dismantle the highest-level criminal organizations.
