Rossy Alberto and Juan Nunez, a pair of tax preparers from Florida, pleaded guilty to operating a tax scam in Pennsylvania. Between 2016 and 2021, they conspired to defraud the United States by preparing approximately 35 false or fraudulent tax returns on behalf of their unknowing clients in Hazleton, Pennsylvania. The duo reported false tax withholding amounts, childcare expenses, and residential energy credits, causing the IRS to issue inflated tax refunds to their clients. The motive behind the scam was to line their own pockets with the ill-gotten gains.
Alberto and Nunez operated a tax-preparing business, RA Multiservices and Immigration, in Hazleton, Pennsylvania. However, after the IRS expelled Alberto from the electronic filing program, she continued to prepare and electronically file tax returns using Nunez’s name and electronic filing identification number. This blatant disregard for the law led to Alberto pleading guilty to two counts of tax evasion for evading her personal taxes in 2018 and 2020.
The investigation was led by the Internal Revenue Service, with Assistant United States Attorneys James Buchanan and Trial Attorney Likhitha Butchireddygari of the Criminal Division’s Tax Section handling the case. The guilty plea was entered on March 27, 2026, before United States District Judge Julia K. Munley.
According to Yury Kruty, Special Agent in Charge of the IRS-Criminal Investigation, Philadelphia Field Office, tax return preparers have a duty to their clients to prepare tax returns that comply with the law and are accurate. Alberto and Nunez’s actions were a clear breach of this duty, and their guilty plea serves as a warning to others who would engage in similar fraudulent activities.
